survey, which was co-financed by the CSF III,
was successfully completed in regard to all sur-
veyed areas by the end of 2009.
In 2011, in implementation of the Memorandum,
which provided for the tendering of cadastral proj-
ects for 4,000,000 property rights, the company
announced two new cadastral survey pro-
grammes, which actually outperformed the target
that had been set, and concerned:
● 268 suburban municipalities, for which the nec-
essary basemaps for the entire area under sur-
vey have been produced as part of the relevant
CSF III project (2,575,119 property rights).
● 10 Greek prefectures with extensive rural areas
that have undergone re-allotment and distribu-
tion, which are going to utilize the relevant data
that were digitalized as part of the correspon-
ding co-financed CSF III project, as well as the
data of the Land Parcel Identification System
(LPIS) for area-based farm subsidies
(4,346,878 property rights).
The problem in Greece
Despite the fact that completing the cadastre by
2020 was one of Greece’s commitments as part
of the Memorandum, there are still great delays.
The main problem concerned the implementation
of a major cadastral survey programme that
would cover 29 Greek prefectures, an area of
almost 0.6 million hectares, and more than 16 mil-
lion property rights, i.e. 65% of Greek territory, in
order for the entire project to be completed by
2020.
At the same time, Brussels announced the rejec-
tion of Greece’s request to finance the national
cadastre with €120 million from the “Digital
Convergence” Operational Programme.
Also pending are the 28 surveys that would cover
the remainder of the country, as foresters have
appealed to the Council of the State. They are
challenging the previous government’s decision
to move forward with both the National Cadastre
and the forest maps.
The previous political leadership of the Ministry
claimed that part of the financing would be
secured from the current NSRF (almost €130 mil-
lion from the Digital Convergence OP), €220 mil-
lion from the PA 2014-2020 and the remainder
from the company’s reserve and the cadastral
survey fee.
The 28-survey project
The 28 surveys concern the entire Greek territo-
ry, excluding prefecture capitals, the region of
