stringent, targeted, informed and non-discrimi-
nating controls;
–Considering whether the existing legal penal
framework is in need of reinforcement;
–Strengthening cooperation between Europol and
other European agencies and threat assess-
ment bodies, in particular IntCen (Single
Intelligence assessment Centre).
–Intensifying the work required to make the rele-
vant information accessible to law enforcement
agencies, for the purpose of better preventing
and pursuing criminal activities across EU and
international borders;
-Reinforcing the exchange of information on illegal
firearms on both the EU and international levels.
Moreover, the Commission will also continue to
work with the European Parliament and the
Council in order to adopt rules on a European
Passenger Name Record (PNR) system, which
will improve our capability to prevent and detect
terrorism and serious crime.
Internal security
In a recent speech in the aftermath of the tragic
terrorist attack in Paris, Mr. Avramopoulos
stressed that the effort to reinforce the internal
security of the EU should be based on four areas:
