(360,713 businesses submitted a total of
875,952 contracts, as compared to 391,007
businesses and 945,138 contracts in the first
11-months of 2009, for which official data
exist);
full-time employment (and full-salary) contracts
decreased by 21.51% (from 746,911 to
586,281). Even though full-time employment
contracts accounted for 79% of the total in the
first 11-months of 2009, in 2010 they fell to
67%;
part-time labour contracts increased by
45.17% (from 157,738 to 228,994) and short-
work contracts increased by 49.86% (from
40,489 to 60,677). Thus, “flexible” contracts
now account for 33% of the total, as compared
to 21% in 2009;

employment contract. It was deemed certain that
industry-wide agreements, as well as enterprise-
level agreements, which have come to a stand-
still, will be replaced by individual employment
contracts.
In fact, as a result of the crisis and the deep
recession in which the Greek economy has sunk,
new hires of part-time and short-time employees
increased by record-rates of 45.17% and 49.86%
respectively in just one year.
The gradual substitution of flexible forms of
labour for full employment is illustrated in the
labour contract data submitted by businesses to
the Labour Inspectorate of the Ministry of Labour
and Social Security during 2010. The data show
that during the recession:
