already been included in the Building Energy
Efficiency programme, while another 25,000
are expected to follow.

The MINENV leadership reduced red tape by
95% in regard to the environmental licensing of
thousands of local small and medium-sized
investments.
The number of studies fell from 21,000 in 2011
to 1,500 in 1,500, along with the imposition of
stricter controls during the operation of the
businesses and not at the licensing stage.
A New Productive Model for the
Country
As far as the country’s new productive model is
concerned, the MINENV leadership announced
that:
1.
The tender for the completion of the National
Cadastre, which will cover the remaining 65%
of Greece’s territory, was issued a few weeks
ago, an investment of 600 million euros that will
create more than 10,000 new jobs. This is the
biggest of the country’s big projects, designed
to secure and facilitate investments, protect
and utilize the state’s property and ensure sus-
tainable development planning.
2.
The new regime for the settlement of building
violations has been legislated, fully respecting
the environmental balance and adopting strong
mechanisms for preventing the repetition of this
unacceptable practice.
3.
In a few months the MINENV will receive the
final proposals for the new updated Regional
Development Plans for all 12 Regions of
Greece, with the aim of ensuring the balanced
and decentralized development of the entire
country.
4.
A modern draft law, concerning reforms in the
planning and zoning legislation, is being tabled
in Parliament, with the aim of speeding up the
approval of town plans, clarifying land uses and
setting clear rules and answers to the question
“where can I do what?”
5.
Two complete draft laws on the master plans
for Athens-Attica and the wider area of
Thessaloniki are being tabled in Parliament.
This will determine the new zoning, town plan-
ning, development and investment landscape
for 50% of the country’s population and 70% of
its productive capacity in the two major urban
districts. The year 2014 will indeed be a new
reform year in regard to all zoning and planning
matters.
