NSRF fund absorption, in order to enhance liq-
uidity and support employment.
● Methodical and systematic effort to secure
adequate funds from the NSRF 2014-2020.
● As far as community fund utilization is con-
cerned, most EU countries give top priority to
enhancing the competitiveness of small and
medium-sized enterprises. Greece should also
move in the same direction, even more seri-
ously and methodically, in regard to the utiliza-
tion of both the current, and the next NSRF.
Special emphasis should be placed on actions
covering areas, such as:
● E-commerce
● ICT access
● Networking
● Education and training
● In this context, the Chambers’ existing infra-
structures and expertise must also be utilized.
Business environment
● Establishment of a stable and competitive tax
regime, which will not only aim at revenues,
but also at growth.
● Prompt clarification of the legislation regarding
land use.
● Further simplification of procedures, and
reduction of the cost of setting up a business.
● Creation of Industrial and Business Parks.
● More effective crackdown of illegal trade and
establishment of a dedicated illegal-trade con-
trol agency.

law, with the aim of:
● Mustering new investments, emphasizing
on new dynamic sectors that capitalize on
the country’s comparative advantages
● Increasing the average size of Greek enter-
prises
● Completing the opening of markets and pro-
fessions
● Revising the public contracts regime and
implementing the e-procurement system
Growth - Investment
● Advocation to the EU regarding the need to
create Special Economic Zones.
● Acceleration of privatizations.
● Realization of the plan regarding the formation
of a Central Licensing Authority for strategic
and private investment.
● Continuation of the efforts to restart the motor-
way projects within the first half of 2013.
● Pursuit of strategic partnerships for the devel-
opment of regional ports and airports.
● Launching of new PPP projects.
● Formation of a modern and competitive regime
for the development of the logistics sector.

rail transport, which is one of the prerequisites
for exploiting the country’s potential in the field
of transit trade.
The Athens Chamber of Commerce and Industry
is, and will continue to be, actively involved in all
efforts aimed at helping the country exit the crisis
and return to growth; and all this, of course,
through specific proposals and demands for the
formation of a more favourable business environ-
ment in the country.
