Financial consolidation: the No 1
target
Rationalizing the companies’ costs is the key
financial target of the entire reform effort.
More specifically:
OSE aims at reducing its expenses by 78% by
2013 ― by 75% in 2011 alone.
in 2011, OSE will reduce its costs from
€1,180.0 million (2009) to €282.6 million
(2011), gradually bringing this amount to
€260.6 million by 2013.
TRAINOSE aims at containing its costs by
40%, from €337 million in 2009 to €199.9 mil-
lion in 2011 and €203.9 million in 2013.
Restructuring public urban
transport
The reorganization of public urban transport will
be based on the model used for restructuring the
railways.
The incessantly loss-making and inefficient oper-
ation of urban transport operators necessitated
their upgrade, along with improving the quality of
services and satisfying the passengers’ needs,
always taking public interest and financial consol-
idation into account.
The system’s chronic problems and distortions
are not only related to costs, but to an overall
weakness that ranges from reduced revenues
and bygone profits, to the lack of reliable proce-
dures for evaluating the services rendered.Once
again, the challenge was finding a comprehensive
and versatile solution to the sector’s problems.
