and 446.6MW have obtained generation licenses.
The MEECC places great emphasis on promoting
the program for the development of photovoltaic
systems (<10kW) on rooftops, which addresses
both consumers, and businesses. The number of
applications approved as per 30/9/2011 stood at
6,495, adding 57.56MW to the grid, as compared
to a mere 5.2MW in 2010. Interconnection bids
refer to 8,363 applications (73.35MW), while
there were 3,025 new applications for connection
to the Public Power Corporation's grid (25.6MW),
slightly reduced as compared to 2010.
In rural Photovoltaics (≤100 kW), interconnection
applications rose from 373 in 2010 to 4,879 in
September 2011 (481MW). 1,487 connection
applications (147MW) had been submitted to the
PPC by September 30, 2011.
The Ministry for the Environment, Energy and
Climate Change remains committed to its policy
of supporting Renewable Energy Source projects,
since they create new jobs, strengthen the local
industry, and provide both consumers and pro-
ducers with clean energy.
Project Helios
The MEECC is carefully implementing “Project
Helios”, a 20 billion euro investment for the gen-
eration of 10 Gigawatts of electric power from
photovoltaic systems deployed on a total surface
of 200 square kilometres, and the export of this
power to Germany and other European countries.
According to the talks between the Greek govern-
ment and the European energy commissioner,
Günther Oettinger, the project will be realized in
two stages. The first stage is from 2013-2017,
through the generation of 1.4 Gigawatts of power,
while the second stage is from 2017 to 2020,
through the generation and export of 8.6
Gigawatts.
The ambitious plan of Greece's Energy Minister,
George Papaconstantinou, has also been signed
into law, and the competent authorities are in the
process of mapping the land parcels available
from municipalities and other government agen-
cies for the placement of the PV systems.
Public lands have also been suggested by the
Ministries of Rural Development & Food and
National Defence, the Public Power Corporation,
the Hellenic Public Real Estate Corporation and
the Ktimatologio [Land Registry] Corporation.
Apart from the aforementioned government agen-
cies, more than 50 Greek municipalities have
expressed interest in offering land parcels for the
development of “Project Helios”.
As a result, more than 500 square kilometres
have been registered with the project, a figure
that is expected to increase as the procedure
unfolds.
It is also worth mentioning that the project pro-
vides for the generation of 10 Gigawatts of elec-
tric power through the installation of PV systems
on an area of 200 square kilometres. Therefore,
the target has been more than met.
Out of 50 municipalities that have expressed
interest, at least 15 have sent the details of
municipal lands to be included in the Ministry's
database. These lands cover a total area of 120
square kilometres. These are the municipalities of
Sofades, Perama, Mantoudi, Larissa, Kozani,
Kea, Lefkada, Parga, Lagadas, Dion-Olympus,
Xanthi, Kalemnos, Elassona, Levadia, and
